Builds speechs from SSML markup strings.
Parameters
- speech: string
  The speech string.
- locale: string = 'en'
  An optional locale.
- rate: string = '100'
  The base speech rate.
Returns [string, SsmlElement[]]
The speech with the ssml annotation structure
